Who certifies this
The one dental field inside CONACEM, the same body that certifies medical specialists. It is also the only dental credential on this site that a patient can independently re-check: the council publishes a certificate number and both validity dates.
What the register actually publishes
A certificate here carries its number, the date it was issued and the date it expires, all published on the profile with the date the check was run. An expired certificate stops counting and says so.

Does paying for a listing affect this?
No. Dentists pay to be listed and to be promoted, and that is disclosed on every page. A credential is either confirmed against a public source or it is not, and the listing says which. Payment can move a dentist within a verification level, never across one.
